18 Dec PICTURED: The disgraced Essex builder fined for carrying out unauthorised work at Poppy’s Cafe in Epping
A disgraced Essex builder who was last month fined for carrying out unauthorised work at Poppy’s Cafe in Epping was this month identified as Halil Kanteper.
Kanteper who is pictured for the first time by this outlet was ousted by numerous local businesses who have been left “in a jam” due to the work he has carried out in their properties.
After granting proposals to replace the shop front of Poppy’s Cafe in Epping, Epping Forest District Council was told additional work had been done to the Grade II listed building which hadn’t been authorised.
After pleading guilty at Chelmsford Magistrates Court on the 15th of November, Kanteper was ordered to pay costs of £500 and a victim surcharge of £120, as well as a fine of £1,200.
Today this outlet can reveal that Kanteper has been at the helm of a further two commercial property refurbishments one of which resulted in a local eatery failing to ever re-open and the proprietors facing financial difficulty.
